Notice of Public Meeting of Alaska Student Loan Corporation

The Alaska Student Loan Corporation (ASLC) Board of Directors will meet telephonically at 3:30 p.m. on Tuesday, November 10, 2009, from the offices of the Corporation at 3030 Vintage Blvd., Juneau, Alaska.

 

Persons interested in obtaining an agenda or bridge number for the meeting may contact Donna Vargas, Corporation Secretary, P. O. Box 110505, Juneau, Alaska 99811-0505, or call (907) 465-6740.  Staff will provide draft regulations for the Board to approve for public comment dealing with the methodology of setting interest rates, and to make general housekeeping and conforming changes. Notice of Public Meeting Alaska Commission on Postsecondary Education

The Alaska Commission on Postsecondary Education (ACPE) will hold its fall quarterly meeting at 9:00 a.m., Tuesday, October 6, 2009.  Scheduled time for oral testimony will be announced prior to the meeting.

 

Staff will request the Commission adopt proposed changes to regulations distributed for public comment in August 2009. 

 

The meeting will be held at the Commission’s Success Center located in The Dimond Center, 800 E. Notice of Filing & Effective Date

Amendments to regulations in Title 20, Chapter 15, of the Alaska Administrative Code to align regulations of the Alaska state financial aid programs with changes in federal law, including information on interest accrual on Plus loans, loan repayments, deferments, forbearance, loan awards, and poverty guidelines, and to make general housekeeping and conforming changes, were adopted under authority AS 14.42.030; 14.43.105; 14.43.161; 14.43.165; 14.43.166; 14.43.168; 14.43.320; 14.43.630; 14.43.640; and 14.43.740.
 
This action is not expected to require an increased appropriation.
 
Although no public comment was received, the Alaska Commission on Postsecondary Education paid special attention to the cost to private persons of the regulatory action being taken.
The regulation changes described in this notice take effect on the 30th day after they are filed by the Lieutenant Governor as provided by AS 44.62.180.

Notice of Filing & Effective Date

Emergency regulations were adopted May 7, 2009, to amend regulations in Title 20, Chapter 15, of the Administrative Code to implement HB109 (Chapter 7, SLA 09), passed in the 26th Legislature, dealing with the credit criteria of eligible borrowers and cosigners of the Alaska Supplemental Education Loan Program, and to revise the credit criteria of the Alternative Loan Consolidation program.  The emergency regulations have been adopted to be made permanent. 

This action is not expected to require an increased appropriation. 

Although no public comment was received, the Alaska Commission on Postsecondary Education paid special attention to the cost to private persons of the regulatory action being taken. 
 
The regulation changes described in this notice take effect on the 30th day after they are filed by the Lieutenant Governor as provided in AS 44.62.180.

Notice of Proposed Changes in the Regulations

The Alaska Commission on Postsecondary Education proposes to adopt regulation changes in Title 20, Chapter 15 of the Alaska Administrative Code, including the following:

 

1)      20 AAC 15.189(a) is repealed; the Corporation sets the origination fee for the AlaskAdvantage Consolidation Loan Program 

2)      20 AAC 15.520 is amended to provide for the distribution of education funds when there are insufficient funds to meet demand

3)      20 AAC 15.715 is amended to provide for the distribution of education funds when there are insufficient funds to meet demand

4)      20 AAC 15.930 is amended to clarify application process

5)      20 AAC 15.940 is amended to clarify cosigner eligibility

6)      20 AAC 15.945(g) is amended to clarify the methodology for setting interest rates on the WICHE PSEP

7)      20 AAC 15.945(h) is repealed; the Corporation sets the origination fee for the applicable programs

8)      20 AAC 15.945(i) is repealed; the Corporation adjusts interest rates; and

9)      make general housekeeping and conforming changes.

 

You may comment on the proposed regulation changes, including the potential costs to private persons of complying with the proposed changes, by submitting written comments to Executive Director, Alaska Commission on Postsecondary Education, P. O. Box 110505, Juneau, Alaska 99811-0505.  The comments must be received no later than 4:30 p.m. Friday, September 18, 2009.

Notice of Adopted Changes to Regulation of the Alaska Student Loan Corporation

On June 3, 2009, the Alaska Student Loan Corporation Board of Directors adopted regulation changes in Chapter 15 of Title 20 of the Alaska Administrative Code dealing with origination fees of the Alaska Supplemental Education Loan, Family Education Loan, and Teacher Education Loan programs.
 
The regulation changes were reviewed and approved by the Department of Law, signed and filed by the Lieutenant Governor on June 12, 2009, and will go into effect on July 12, 2009.  Attached is a copy of the filed version of the regulation, 20 ACC 15.855(e).
 
The revised regulation will be printed in Register191 of the October 2009 Alaska Administrative Code.  See regulation
